US Military Troops Can Still Be Hit by Targeted Attacks Despite Disabling Ad Tracking — And Leaders Aren’t Happy

 

The U.S. military is confronting an uncomfortable reality: even when troops disable ad tracking on their personal devices, they can still be targeted through digital signals that reveal where they are, what they’re doing, and who they’re with. A new internal review found that commercial apps, location services, and background network activity continue generating data trails that foreign intelligence services can exploit. And senior leaders are openly frustrated that the problem persists despite years of warnings.

The core issue is simple but stubborn. Modern smartphones constantly communicate with networks checking for updates, syncing apps, pinging nearby towers, and interacting with ad‑tech infrastructure that doesn’t rely solely on traditional “tracking” settings. Even when service members turn off ad personalization, disable app tracking, or use privacy modes, their devices still emit metadata that can be aggregated into precise behavioral profiles. For adversaries with access to commercial data brokers or compromised ad networks, that’s more than enough to identify troop movements or cluster military personnel in specific regions.

This vulnerability has already shown up in real‑world intelligence operations. Analysts say foreign governments routinely purchase commercial location data to monitor U.S. military patterns abroad. In some cases, adversaries have used app‑based telemetry to identify when large numbers of American troops gather at specific facilities a signal that can precede deployments, exercises, or sensitive missions. The military has tried to educate service members about these risks, but the review found that personal‑device habits remain a major weak point.

The frustration among leadership stems from a contrast: government‑issued devices are safe. Official phones and tablets run hardened operating systems, stripped‑down apps, and strict network controls that prevent the kinds of leaks common on consumer devices. But troops spend far more time on their personal phones, especially off‑duty, and those devices operate in the same digital ecosystem as every civilian smartphone one built around data collection, ad targeting, and constant connectivity.

The military’s challenge is cultural as much as technical. Service members rely on personal devices for communication, entertainment, navigation, and daily life. Asking them to abandon mainstream apps or adopt extreme privacy practices is unrealistic. Yet adversaries only need small amounts of data to build targeting profiles. Even anonymized datasets can be deanonymized when combined with movement patterns, base proximity, or social‑graph signals.

Leaders are now pushing for stronger guidance, new training, and potential partnerships with tech companies to reduce data leakage. Some are advocating for subsidized privacy‑focused devices or military‑approved app bundles that minimize exposure. Others argue that the U.S. needs regulatory pressure on the commercial data‑broker ecosystem, which remains largely unregulated and easily exploited by foreign intelligence services.

The review’s conclusion is blunt: disabling ad tracking is not enough. As long as personal devices remain deeply integrated into the commercial data economy, troops will continue to generate signals that adversaries can weaponize. And until the military finds a way to bridge the gap between secure government devices and vulnerable personal ones, digital targeting will remain a persistent threat.
